Can this be done for All the Adobe Flex? AS3? Ajax? Rails?

IS there a way to WRAP an intertroductory Learning MODULE in this fashion.. I Think Apple had a click this “with a BIG RED Marked CIRCLE” and then type this … etc.

The whole OS was wrapped.. in a teaching module.
